The total budgetary allocation for Government Machinery for the 2011 financial year amounts to GH¢292, 921,219, BusinessWeek has gathered.
Out of the total allocation, GH¢124,429,235 would be provided from government sources, GH¢4,488,864 from Internally Generated Funds (IGFs) and the remaining GH¢164,003,121 from donor sources.
The Office of the Government Machinery exists to provide administrative, managerial and technical services to the Presidency of Ghana aimed at improvement in social, economic and political direction of the nation in the best interest of Ghanaians.
The government machinery embraces the Office of the President as the seat of government, the Regional Coordinating Councils (RCCs) and those organizations whose operations fall outside traditional areas of sectoral responsibility.
Sectors under the government machinery include Office of the President, Office of the Head of Civil Service (OHCS), Scholarships Secretariat, Public Records and Archives Administration Department (PRAAD), Management Services, Ghana Aids Commission (GAC), Commissions and Councils, Office of the National Security and Regional Coordinating Councils (RCC).
Departments under the Office of the President include General Administration, Office of the Chief of Staff, Vice President’s Secretariat, Cabinet Secretariat, Press Secretariat, Millennium Development Authority (MiDA), African Funds for Bio Fuels Development, National Identification Authority (NIA), and the State Enterprises Commission (SEC).
The rest are the Divestiture Implementation Committee (DIC), National Population Council (NPC), Ghana Investment Promotion Center (NPC), National Pensions Regulatory Authority (NPRA), Policy Evaluation and Oversight Unit, Microfinance and Small Loans Center (MASLOC), Internal Audit Agency Board, Public Sector Reform Secretariat, and the Savannah Accelerated Development Authority.
For its activities in 2011, the Office of the President has been allocated a total of GH¢203,265,027.
The National Identification Authority (NIA) is this year expected to conduct mass registration exercise in the Brong Ahafo Region and the three northern regions of the country. It will also commence the production and distribution of the National Identity Cards to registered persons. The Authority intends to set up 50 district offices in furtherance of its operations.
The NIA has been allocated a total of GH¢2,620,626 for its activities throughout the year.
The National Population Council, which could not complete most of its targets for last year due to non-release of 2010 activity votes, has rolled over most of its service activities to 2011. It has also planned to build the capacity of Ministries, Departments and Agencies (MDA) in integrating population variables into development planning processes. A total of GH¢2,719,746 has been allocated it for the activities.
The Internal Audit Agency has been allocated a total of GH¢2,167,749 for its activities for this year. The board plans among others to continue engaging and collaborating with heads of MDAs and MMDAs to promote the practice of internal auditing in their organizations.
With its total allocation of GH¢1,411,324, the Ghana Aids Commission plans to coordinate and manage the decentralized multi-sectoral response to HIV/AIDS, while MiDA seeks to implement the integrated programme under the Millennium Challenge Account (MCA) Compact. Its allocation amounts to GH¢157,376,638.
The GIPC, on its part, remains committed to the promoting Ghana as a safe and proffered destination for business. In pursuit of this commitment, the center will this year finalize a new four-year strategic plan with special attention to service delivery in the petroleum industry, tourism sector and in the area of modernized agriculture. A total of GH¢13,397,022 has been allocated to these activities.
