GRA Expands Pilot Rollout of New Integrated Tax System Ahead of Nationwide Deployment

The Ghana Revenue Authority (GRA) has begun expanding the pilot rollout of its Integrated Tax Administration System (ITAS), a major digital platform designed to transform tax administration and improve taxpayer services across the country.

Speaking at a media engagement in Accra to create awareness about the system, Commissioner-General Anthony Kwasi Sarpong said the Authority has successfully launched the first phase of ITAS and is gradually onboarding taxpayers ahead of a nationwide rollout expected later this year.

According to him, the pilot phase initially covered more than 400 taxpayers under the Accra West Area Office, which spans areas from Cantonments through to Kasoa. The GRA has since moved to onboard large taxpayers and will subsequently extend the system to the rest of Accra before rolling it out nationwide.

We launched ITAS earlier this year and have gone live with Phase One, covering taxpayer registration, filing of returns and tax payments. We are now onboarding additional taxpayer groups and expect all taxpayers in Ghana to be on the platform by July or August,” Sarpong said.

The Commissioner-General explained that ITAS is intended to replace the fragmented tax administration processes that have existed for years, bringing together taxpayer information and services on a single integrated platform.

He noted that the system was first conceived in 2021 with an expected completion date of 2023, but implementation challenges delayed the project. Following further development and testing, the GRA launched the platform and is now using the pilot rollout to fine-tune operations before full deployment.

Sarpong said the integrated system will eventually connect with several government databases, including those of the Registrar of Companies, the National Identification Authority (NIA), and the Driver and Vehicle Licensing Authority (DVLA), enabling better verification of taxpayer information and enhancing compliance monitoring.

He added that the platform will also support the Authority’s efforts to strengthen international tax cooperation through information-sharing arrangements with foreign jurisdictions, helping the GRA identify assets and income held abroad by Ghanaian taxpayers.

The Commissioner-General stressed that public education will be critical to the success of the rollout and called on journalists to help explain the new system to businesses and individual taxpayers.

Sarpong described the media as an essential partner in the implementation process, noting that journalists can help amplify public awareness while also providing valuable feedback from taxpayers to the Authority.

He said the GRA remains committed to modernising domestic tax administration and making it easier for citizens and businesses to fulfil their tax obligations through digital platforms.

The ITAS project forms part of the Authority’s broader strategy to improve efficiency, increase voluntary compliance, and enhance domestic revenue mobilisation to support Ghana’s development agenda.
