Government targets 70% 5G coverage by 2028, unveils digital reforms

 5G, ICT, AIThe Government of Ghana has set an ambitious target of achieving 70 per cent population coverage for 5G services by the end of 2028, as part of efforts to accelerate the country’s digital transformation and expand access to high-speed connectivity.

Deputy Minister for Communication, Digital Technology and Innovations, Mohammed Adams Sukparu, announced the target at the opening of the 2026 National ICT Week, where he outlined a series of government initiatives aimed at strengthening Ghana’s digital ecosystem.

Sukparu said the government was also reviewing the country’s spectrum policies to promote investment, accelerate network deployment and maximise the public value derived from Ghana’s limited spectrum resources.

He explained that the government’s digital transformation agenda was being supported by investments in digital infrastructure, skills development, artificial intelligence (AI) and regulatory reforms.

National AI strategy

The Deputy Minister identified the launch of Ghana’s National Artificial Intelligence Strategy in April 2026 as a major milestone in the country’s digital transformation journey.

According to him, the strategy provides a framework for the responsible and inclusive adoption of AI, with emphasis on data governance, digital infrastructure, talent development and ethical use of the technology.

He said the strategy was intended to ensure that Ghana harnessed the opportunities presented by AI while addressing emerging risks and protecting the public interest.

One Million Coders Programme

Sukparu also highlighted the One Million Coders Programme as a major government investment in digital skills development.

He disclosed that the programme had recorded more than 12,000 course completions within the early weeks of its second phase.

The programme seeks to equip one million Ghanaians with practical digital and coding skills relevant to employment, entrepreneurship, and participation in the digital economy,” he said.

He said developing a digitally skilled workforce was essential if Ghana was to take full advantage of emerging technologies and create new opportunities for young people.

Stronger regulation and cybersecurity

Sukparu stressed that the expansion of digital infrastructure must be accompanied by stronger regulation, cybersecurity and data protection measures to sustain public confidence in Ghana’s digital ecosystem.

He said the government was reviewing legislation covering communications, digital services, data governance and emerging technologies to ensure that Ghana’s regulatory framework kept pace with rapid technological developments.

According to him, the reforms are intended to provide the certainty required to attract innovation and investment while safeguarding the public interest and strengthening confidence in Ghana’s digital environment.

Collaboration key to digital transformation

The Deputy Minister further called for stronger collaboration among government, academia, technology companies, entrepreneurs and investors to translate research and innovation into commercially viable businesses, jobs and productivity gains.

He said partnerships across the digital ecosystem would be critical to ensuring that investments in technology generated tangible economic and social benefits.

Sukparu said the government’s broader ambition was to establish a digital ecosystem that is “efficient, scalable, interoperable, and innovative” and capable of contributing significantly to national development.

The 5G coverage target, he added, forms part of this broader vision of building a connected and digitally enabled Ghana where technology serves as a catalyst for economic growth, innovation, employment and improved public services.
