Gov’t pays GH¢10.82bn DDEP coupon in full, lifting total payments to GH¢41.36bn

DDEPThe government has paid GH¢10.82 billion to bondholders under the Domestic Debt Exchange Programme (DDEP), fulfilling the latest coupon obligation in full and on schedule.

The Ministry of Finance said the payment, amounting to GH¢10,816,840,318.26, brings the total value of coupon and related payments made to DDEP bondholders since 2025 to GH¢41.36 billion.

The Ministry said the latest payment is the third DDEP coupon payment to be made entirely in cash, describing the development as a demonstration of government’s commitment to fiscal discipline and the timely servicing of its domestic debt obligations.

According to the Ministry, meeting the payment deadline is expected to help strengthen investor confidence, reduce perceptions of sovereign default risk and improve Ghana’s credibility in domestic financial markets.

Government remains committed to ensuring that all future DDEP obligations are honoured in full and on schedule,” the Ministry said, assuring bondholders, investors and the general public of continued adherence to the agreed payment schedule.

Background

The DDEP was introduced by the government in December 2022 as a key component of Ghana’s debt restructuring programme after rising debt-servicing costs and fiscal pressures significantly constrained the country’s finances.

The programme involved the exchange of eligible domestic bonds for new instruments with revised financial terms, including changes to maturities and coupon payments. It was designed to reduce government’s debt-service burden and restore debt sustainability as part of Ghana’s broader economic recovery and IMF-supported reform programme.

The domestic debt restructuring formed part of a wider effort to restore confidence in Ghana’s public finances following the country’s debt crisis, which also resulted in the restructuring of its external debt.

The government’s ability to make DDEP payments on schedule has since become an important indicator for investors and financial-market participants assessing the country’s progress in restoring fiscal credibility.

The Ministry of Finance said the latest GH¢10.82 billion payment reinforces government’s commitment to meeting its obligations under the programme and provides greater certainty to bondholders as Ghana continues with its broader debt-management and fiscal-consolidation efforts.

The government has therefore assured DDEP bondholders that subsequent obligations will continue to be settled in full and on schedule.
